Curious why the writer and the French government label the woman and the teenager as "civilians." The ISIS leader and his aide were also "civilians," and terrorists...

The way I read the article they didn't classify the woman and the teenager, the "two civilians" were separate not further described individuals and that their link to the personel killed isn't established yet.

Probably classified them as noncombatants under their targeting criteria because they don't have an active combatant role in the organization...or at leas that would be my guess.

I can see both sides to this, heavier on the “you are who you hang out with” side. Especially on that level, you’re aware of the risk you’re taking.
