Thumbs up Multiple Positions - Cross Functional Assessment Team (CFAT) Billets

Location is JIATF-S in Key West. Start date is probably no later than mid June, COVID travel restrictions dependent.

Duration is 17 May 2020 to 16 April 2021. Possible for 6 month extension.

Generally looking for someone with flexibility in their life, and with the experience to add value to an assessment focused on how to best utilize Gov assets towards this problem set, and integrate new tools or methods.

The Data Scientist is likely an ORSA, and probably will work out of Doral, FL at HQ USSOUTHCOM. All others would be onsite with JIATF-S.
Position Title: Cross Functional Assessment Team (CFAT) Unmanned Aerial Vehicle (UAV) Specialist

Background on CFAT: The CFAT is a seven-person team chartered by the SOUTHCOM J8 to support a SOUTHCOM Commander initiative. The CFAT will embed with relevant commands to assess the JIATF-SOUTH Detection and Monitoring (D&M) mission. Primarily, the team will examine how USSOUTHCOM could more optimally allocate its counternarcotic resources in the interests of U.S. National Security.

Responsibilities of the UAV Specialist: The CFAT UAV Specialist works as part of the assessment team to assess JIATF-SOUTH’s application of remote sensing tactics, techniques, and procedures (TTPs) to support the JIATF-SOUTH D & M mission.

Required Qualifications:

• Current TS clearance
• Ten plus years experience on the employment of theater UAV assets
• Two years experience two (2) years experience working with platform and ground control station with knowledge relation to MQ-9 Reaper UAV operations
• Knowledge of both government and commercial Intelligence, Surveillance, and Reconnaissance (ISR) collection that has potential to support D & M.
• Ability to document and convey technical information to technical and non-technical users in written reports and oral presentations.

Desired Qualifications:

• Knowledge and experience dealing with counter narcotics mission set, threat finance, DoD targeting, or counter threat network (CTN) operations.
• Prior support to maritime D&M mission.
• Experience providing support to Transit Zone D&M and/or interdiction operations.

Position Title: Cross Functional Assessment Team (CFAT) Special Operations Forces (SOF) Analyst

Background on CFAT: The CFAT is a seven-person team chartered by the SOUTHCOM J8 to support a SOUTHCOM Commander initiative. The CFAT will embed with relevant commands to assess the JIATF-SOUTH Detection and Monitoring (D&M) mission. Primarily, the team will examine how USSOUTHCOM could more optimally allocate its counternarcotic resources in the interests of U.S. National Security.

Responsibilities of the SOF Analyst: The CFAT SOF Analyst works as part of the assessment team to assess JIATF-SOUTH’s application of targeting methodologies and processes in support of the D&M mission.

Required Qualifications:

• Current TS clearance
• 10+ years of experience providing analytical support to drive operations
• 2-5 years’ experience providing direct support to SOF
• Multiple deployments providing forward (deployed) support to one or more SOF units or commands.
• Experience providing full spectrum targeting with expertise in non-kinetic effects
• Possess analytical experience at SOTF and higher.
• Ability to document and convey technical information to technical and non-technical users in written reports and oral presentations.

Desired Qualifications:

• Knowledge and experience dealing with counter narcotics mission set, threat finance, DoD targeting, and counter threat network (CTN) operations.
• Prior support providing support to maritime-based Transit Zone detect, monitor, and interdiction operations.
• Operational experience applying web-based intelligence tools, software, and databases to include FADE, SGE, Multimedia Message Manager (M3), ONI tools, Bohdi, Tripwire Analytic Capability (TAC), NCTC Online, Terrorist Identities Datamart Environment (TIDE), VOLTRON, Attack the Network Tool Suite (ANTS), Analyst Notebook /Palantir link analysis software, ArcGIS spatial analysis software, Google Earth spatial analysis software, and Microsoft productivity software and applications as needed.
• Familiarity with the following methodologies: F3EAD, CALEB/IWA, Social Network Analysis and CARVER.
• Documented experience developing or maintaining a Common Intelligence Picture (CIP) and Common Operating Picture (COP).

Position Title: Cross Functional Assessment Team (CFAT) ISR Specialist

Background on CFAT: The CFAT is a seven-person team chartered by the SOUTHCOM J8 to support a SOUTHCOM Commander initiative. The CFAT will embed with relevant commands to assess the JIATF-SOUTH Detection and Monitoring (D&M) mission. Primarily, the team will examine how USSOUTHCOM could more optimally allocate its counternarcotic resources in the interests of U.S. National Security.

Responsibilities of the ISR Specialist: The CFAT ISR Specialist works as part of the assessment team to assess JIATF-SOUTH’s application of remote sensing tactics, techniques, and procedures (TTPs) to support the JIATF-SOUTH detection and monitoring (D & M) mission.

Required Qualifications:

• Current TS/SCI clearance
• Knowledge of both government and commercial Intelligence, Surveillance, and Reconnaissance (ISR) collection that has potential to support D & M
• 10+ years of operational experience with ISR and remote sensing
• Familiar with layering and integrating Intelligence Community National Technical Means, Tactical ISR, and non-standard information from commercial sources or publically available information (PAI) such as social media
• Experience with Science and Technology (S&T) community transitioning prototype ISR systems or ISR concepts for operational testing
• Experience applying anomaly detection for the purposes of event detection in sensor networks
• Knowledge of geospatial technology (e.g., ArcGIS; image processing)
• Ability to document and convey technical information to technical and non-technical users in written reports and oral presentations

Desired Qualifications:

• Bachelor’s Degree in remote sensing, geospatial science, GIS, physical science or other related field.
• Knowledge and experience dealing with counter narcotics mission set, threat finance, DoD targeting, or counter threat network (CTN) operations.
• Experience providing support to Transit Zone D&M and/or interdiction operations.

Position Title: Cross Functional Assessment Team (CFAT) Maritime Planner

Background on CFAT: The CFAT is a seven-person team chartered by the SOUTHCOM J8 to support a SOUTHCOM Commander initiative. The CFAT will embed with relevant commands to assess the JIATF-SOUTH Detection and Monitoring (D&M) mission. Primarily, the team will examine how USSOUTHCOM could more optimally allocate its counternarcotic resources in the interests of U.S. National Security.

Responsibilities of the Maritime Military Planner: The CFAT Maritime Military Planner will research and gather data on the interoperability and effectiveness of the JIATF-S D&M mission passing tippers to the U.S. Coast Guard, and Customs and Border Protection (CBP). In addition, the Maritime Military Planner will lead the assessment of the contracted Multi-Mission Support Vessel (MMSV) and the U.S. Navy’s Littoral Combat Ship (LCS). Finally, the Maritime Military Planner will lead directed tasks to assess El Salvador and Curacao inputs to the JIATF-S D&M mission.

Required Qualifications:

• Current TS clearance
• 20+ years of experience maritime military operations
• Expertise in maritime domain awareness
• Experienced in building partner capacity efforts with partner nation navies and coast guards
• Experience planning interoperability and coordination between the U.S. Navy, U.S. Coast Guard, and CBP
• Experience working through an embassy country team to plan and execute DoD building partner capacity programs
• Strong written and oral communication skills

Desired Qualifications:

• Knowledge and experience dealing with counter narcotics mission set, threat finance, DoD targeting, and counter threat network (CTN) operations.
• Prior support providing support to maritime-based Transit Zone detect, monitor, and interdiction operations.

Position Title: Cross Functional Assessment Team (CFAT) Data Scientist

Background on CFAT: The CFAT is a seven-person team chartered by the SOUTHCOM J8 to support a SOUTHCOM Commander initiative. The CFAT will embed with relevant commands to assess the JIATF-SOUTH Detection and Monitoring (D&M) mission. Primarily, the team will examine how USSOUTHCOM could more optimally allocate its counternarcotic resources in the interests of U.S. National Security.

Responsibilities of the Data Scientist: The CFAT Data Scientist works as part of the assessment team to provide findings, trends, and modeling predictions based on JIATF-S and Interagency data sets. These data will support findings and recommendations and ultimately briefed to general officer or flag officer-level audiences.

Required Qualifications:

• Current TS/SCI clearance.
• Experience working closely with data engineers to access and leverage an organization’s relevant data sets.
• Experience with such software tools such as Python, R, Julia, Hortonworks, Docker, Tableau, Splunk, Power BI, or others to enable application of data science methodologies.
• Has the ability to build visualizations that efficiently communicate complicated findings.
• Has the ability to express complex mathematical and programming concepts to end users.
• Experience with regression testing to verify accuracy of models following addition of new data sets.

Desired Qualifications:

• 3+ years of experience providing data science that supports military, intelligence or law enforcement operations.
• Knowledge and experience dealing with counter narcotics mission set, threat finance, DoD targeting, or counter threat network (CTN) operations.
• Prior support to maritime D&M mission.
• Experience providing support to Transit Zone D&M and/or interdiction operations.
