Smartphones, Twitter and strobe lights = assault, possibly murder?

I thought I was up on modern technology until years ago I read a story about hackers breaking in to baby monitors. Now, stories are out about someone sending a tweet to a epileptic journalist containing a strobe light or something and the dude has a seizure. The tweeter is now in custody and facing assault charges. Could have been murder if the scumbag, I mean the journalist, had died.

Apparently this happened many years ago when a Pokemon cartoon blasted out a strobe light and kids all over Japan started having seizures.

This is absolutely fascinating to me. Of course the other side of this argument is insisting their 1A rights are being violated.

I see an app which blocks strobe lights on the immediate horizon!
