DOE National Laboratory- Safeguards and Security Division (SASD)

Job Title: Classification Officer (CO)

Job Description:

- Responsible for the management of the laboratory’s Classification Program (CP) on behalf of the Department of Energy (DOE) as defined by the Atomic Energy Act of 1954 (AEA) and applicable DOE Orders.
- Responsible for ensuring the proper interpretation and application of current DOE-approved classification and Unclassified Controlled Nuclear Information (UCNI) guidance, and guidance provided by other government agencies (OGA), in subject areas such as: nuclear weapons information; arms control; nuclear nonproliferation; nuclear materials production; intelligence/counterintelligence; and safeguards and security.
- Responsible for establishing the strategic direction of the CP within Lab, and providing the leadership for the technical and programmatic execution of the classification, declassification and UCNI programs as mandated by law.
- Is accountable to the SASD Information Security Manager and coordinates/interacts closely with other SASD groups to execute effective, compliant assignments/programs in accordance with internal and external client expectations.
- Assigned as a subject matter expert responsible for the development and implementation of a compliant program management structure, classification community support, and other Information Security activities as assigned.
- Establishes and maintains liaison relationships by networking with Lab management & staff, DOE, Field Intelligence Element (FIE), and other Contractors to foster integration, best practices and meet Division goals. Often serves as consultant to management.
- Provides oversight of other staff and contractor work. Leads mentoring and training of senior staff succession candidates. Inspires commitment and grows the skills of others.

Minimum Qualifications

Bachelor's degree and 15+ years of relevant experience. Advanced degree and 12+ years of relevant experience. Professional license and/or certification may be preferred.

- Able to Influence policy and set direction across national and international organizations within the area of Classification. Uses innovative ideas to enhance business results. Anticipates trends and impacts.
- A nationally and internationally recognized technical authority. Having broad expertise or unique knowledge, uses skills to contribute to development of organizational objectives and principles and to achieve goals in creative and effective ways.
- Demonstrated ability to identify issues, develop solutions, and manage implementation of Lab-wide projects. Exercises independent and sound judgment in methods, techniques and evaluation criteria for obtaining results.
- Demonstrated ability to build consensus across a broad spectrum of stakeholders and/or interest groups by effectively articulating strategic alignment of the organization. Ability to exert positive influence for the Laboratory's advantage in all circles.
- Experience interacting effectively with senior management or executive levels on matters concerning several functional areas, divisions, and/or customers. Demonstrated ability to change the thinking of, or gain acceptance from, others in sensitive situations, without damage to the relationship.
- Experience in positions where erroneous decisions would result in critical delay(s) in schedules and/or unit operations and jeopardize overall business activities.
- Incumbent must complete DOE CO and Derivative Declassifier training and certification requirements within 6 months of appointment.
