Shipping Body Armor

I am wondering how I can get level IV stand alone plates delivered to APO or FedEx overseas. I deployed through commercial air and did not go through CRC to get issued PPE. The plates issued to me by the company are cheap steal and made to look like ESAPI(one of them has a typo- 7.02 instead of 7.62 ) I was told to deal with it.

Has anyone successfully had plates delivered without breaking US export laws? Can I get a license without ordering through a GSA account? Is it possible to order from a European or international manufacturer to bypass ITAR/EAR? If go this route what will happen when I try to redeploy home with them through MilAir?

From what I understand, Level IV body armor is on the USML(US Munitions List) for regulating exports but not on the USMIL(US Munitions Import List)

Level IV body armor falls under section X of both lists

#1. What company gave you knockoff plates and then told you to deal with it?

#2. If you are going to be inside the wire I wouldnt worry too much about it from a safety perspective. If you are going out I would guess that someone around there will have some extra plates you could borrow until you get yours sorted out.
