As I read it, you can just use a qualifying life event (marriage, divorce, childbirth, ect) to permit a change in coverage outside of a standard benefits enrollment period. Not having TRICARE, I wouldn't know if they allowed any change at any time, and are now restricting that to QLE's, or if this is an expansion in line with civilian benefits programs.
