Instructors needed for USMC Okinawa - Contract Bid

SB Approved

Patriot Group International, Inc. is seeking Close Quarters Combat (CQC) Instructors, Advanced Sniper Instructors and Urban Reconnaissance and Surveillance Instructors to support our bid for the USMC Expeditionary Operations Training Group Special Missions Branch Instructor Support contract. Former MARSOC, Force Recon, Marine Snipers, SF, and former Army SMU operators are preferred by the customer. Suspense date for resumes is 29 April, 2020.

This five-year contract requires relocation to Okinawa, with travel to Hawaii and Guam. Relocation assistance will be provided. Contract award is scheduled for August, 2020.

Our compensation package is competitive and will be discussed with qualified and interested individuals.

Statement of Work Requirements:

GENERAL QUALIFICATIONS/EXPERIENCE. Contractor shall provide fully qualified instructors possessing the skills/qualifications delineated below:

6.1. Ability to communicate effectively in English, both orally and in writing

6.2. Must be able to be able to pass the United State Marine Corps and Marine Corps Base Camp Butler Range Safety Officer Curriculum

6.3. Have and maintain a Secret Clearance

6.4. United States citizen

6.5. Provide services in a professional and unbiased manner

6.6. Be able to maintain military customs and courtesies, demonstrate a knowledge and familiarity with the organization and hierarchy of the United States Marine Corps, military rank/grade structure, knowledge of Marine Corps and military terminology, and shipboard environments.

6.7. Must be eligible, submit, and be granted an arms, ammunition, and explosive handing certification

6.8. All instructors must be able to pass within 90 days of arrival to Okinawa and maintain an eighty percent qualification score in the United States Marine Corps modified qualification course of fire with the United States Marine Corps issued service rifle and pistol. Additionally, the Contractor will be required to qualify with weapon systems taught IAW prescribed POI standards. Instructors will re-qualify / conduct proficiency training on the courses of fire and with the type of weapons they instruct. Assigned instructor personnel will be provided the opportunity to sustain weapons qualification at the same time as military and Government civilian instructors. For these weapon qualifications, the Government will provide weapons, ammunition, and range facilities. Documentation of this qualification shall be included in the contractorís Instructor Training Jackets (ITJs).

6.9. Knowledge of common commercial computer applications (e.g. Outlook, Microsoft Word, Power Point, Excel, etc) to produce a variety of documents, charts, graphs, and briefing materials and devices/equipment (tablets, smartphones, etc) to present and execute training

6.10. Possess and maintain a current in Basic First Aid and possess a current Cardio-Pulmonary Resuscitation (CPR) certification

6.11. Able to obtain a contractorís common access card, which will serve as identification for instructors and will enable them to access government owned computer equipment and Non-secure Internet Protocal (NIPR)

6.12. Be physically capable of performing all tasks specified in this PWS and as specified in paragraphs 6.

6.13. Honorably discharged from the United States Armed Forces, if applicable.


SPECIFIC QUALIFICATIONS AND EXPERIENCE. In addition to the general qualifications and experience listed in Paragraph 6 above, contractor shall provide instructor personnel meeting the additional minimum qualifications and experience for lead instructor in section 2.1:

7.1. Close Quarters Combat Instructor

7.1.1 Combat Veteran

7.1.2. Minimum of (10) years of honorable service in the United States Armed Forces or civilian law enforcement agency equivalent.

7.1.3. No more than (5) years removed from active duty or contract assignment teaching or applying close quarters combat techniques

7.1.4. Must have held the 0321 (USMC)/0370 (USMC)/0372 (USMC)/18B(USA)/18F(USA)/18D(USA)/18E(USA)/18Z (USA) military occupational specialty, or military service or civilian law enforcement agency equivalent.

7.1.5. Graduate of Expeditionary/Special Operations Training Groupís Close Quarters Tactics Course, Special Forces Advanced Urban Combat, Special Forces Advanced Reconnaissance and Target Exploitation Course, or Master Assaulterís Course.

7.1.6. Graduate of Methods of Entry Course (USMC), Master Breachers Course, or equivalent as determined by the contracting officer or COR.

7.1.7. Graduate of basic and/or senior instructors course (USMC), service equivalent as determined by the contracting officer or COR, or previous experience as an instructor teaching these specific skill sets.

7.1.8. Served as a close quarters combat instructor within Special Mission/Training Branch at an Expeditionary/Special Operations Training Group (USMC), Special Forces Advanced Urban Combat Course, Special Forces Advanced Reconnaissance and Target Exploitation Course, Master Assaulters Course, or military service or civilian equivalent course.

7.2. Advanced Sniper Instructor

7.2.1. Combat veteran

7.2.2. Minimum of (6) years of honorable service in the United States Armed Forces or civilian law enforcement agency equivalent.

7.2.3. Must have been a Marine Corps Scout Sniper or Special Operations Forces Sniper or civilian law enforcement agency equivalent.

7.2.4. Must have served as a Sniper Instructor at Expeditionary/Special Operations Training Groupís Urban Sniper Course, Special Operation Forces Sniper Course, the Basic Sniper Course (USMC), or Marine Special Operations Command Advanced Sniper Course, or equivalent course.

7.2.5. Experience with high angle and aerial shooting as it applies to Specialized Limited Scale Raids and Visit, Board, Search and Seizure.

7.2.6. Advanced knowledge of ballistics and loophole formulas taught at the basic sniper course.

7.3. Urban Reconnaissance and Surveillance Instructor

7.3.1. Combat veteran

7.3.2. Minimum of (10) years of honorable service in the United States Armed Forces or civilian law enforcement agency equivalent.

7.3.3. Recency of experience: No more than (5) years removed from active duty or contract assignment teaching or applying advanced reconnaissance and surveillance techniques in an urban environment

7.3.4. Must have possessed the 0321/0370/0372/18B/18F/18D/18E/18Z

7.3.5. Must have served within an Advanced Force Operations Troop, or relevant equivalent.

7.3.6. Must be a graduate of Advanced Technical Surveillance Course or Physical Surveillance Course or equivalent as determined by the Contracting Officer.

7.3.7. Must have experience conducting steady state operations in permissive and semi-permissive environments requiring coordination with the US embassy.

7.3.8. Graduate of basic and/or senior instructors course (USMC), service equivalent as determined by the contracting officer or COR, or previous experience as an instructor teaching these specific skill sets.

7.3. Urban Reconnaissance and Surveillance Instructor

7.3.1. Combat veteran

7.3.2. Minimum of (10) years of honorable service in the United States Armed Forces or civilian law enforcement agency equivalent.

7.3.3. Recency of experience: No more than (5) years removed from active duty or contract assignment teaching or applying advanced reconnaissance and surveillance techniques in an urban environment

7.3.4. Must have possessed the 0321/0370/0372/18B/18F/18D/18E/18Z

Still need CQT instructors

By Thursday, 7 May, we need at least 2 more strong CQT instructors for our proposal. They must be very current on the craft as they will be teaching Marine special operators with loads of schools and combat deployments under their belt.

The ideal candidate is either a Marine or Army special operator that left the military no more than 5 years ago and has stayed current through teaching or other means since they left active duty. If they are a Marine, they need to be a MSOB, MARSOC, Raider, or Force Recon Marine that has graduated an EOTG/SOTG or MARSOC/MSOB CQT course, and they have to have been a formal instructor, preferably certified as an instructor. If they are a Soldier, they need to be an SFAUC graduate and preferably a former SFAUC instructor, or a CQT instructor at a similar school.

In both cases, they need to have attended a Methods of Entry or Breacher course within the military or a civilian equivalent.

They must be willing to relocate to Okinawa, with about 15 Ė 20% travel to Hawaii and California throughout the year. They must be available to start in August.
