It's part of a magic trick coin. You see the magic guy with the real quarter, then he takes this quarter and "bites part of it off" (you are AMAZED!!!), he then blows on it (swapping out for the real quarter) and it is whole again.

You can order some new ones online. Along with other curious gear.

I know of one instance during CF evidence acquisition where two such coins were used (not with a hole in the middle, but precisely hollowed out, made out of two halves). Intelligence services might still use them as well, because given the miniaturization of consumer grade (and crafted for specific needs) removable media there's quite a lot of data that's possible to be moved thru using a simple microSD card wrapped in aluminium or dedicated esd foil, concealed within a coin/token.

This coin is made in a way that makes it quite obvious that's it's not one piece, I guess that even if it was new it would still stand out. An early attempt, perhaps?

Def not a concealment from an FI perspective.

I'd go with the magic trick option. Covertly remove the front and slide the cig/bill through the back facing the audience
