This doesn't seem right. Honorary?

If he was a contract ROTC cadet with a service obligation ...
and if the shooter was a terrorist as opposed to common criminal ...
I could see a Purple Heart. But a Bronze Star for peacetime in CONUS
with no hostile fire pay seems to fly in the face of ARs.

Maybe, just maybe, a Soldier's Medal?

(Commonly called the lifesaving medal).

Reading the articles, it doesn't appear that DoD was involved in this process. Just a nice gesture from some well-meaning members of the public.

Agreed. In this article it appears that a local Marine, Vietnam vet, presented his BS w/V and PH to the family of the ROTC student. Nevertheless, dude took a stand and died on his feet. RIP.
