- (1) Program Manager (PM) – SECRET clearance
Key Responsibilities
 Ensure contractor compliance with the contract terms and conditions
 Ensure Training Familiarization for all staff assigned to the contract
 Coordinate with all supporting contractors and service providers
 Administrative oversight of project, personnel, and fiscal resources

Key Requirements
 10 years of experience in the areas of program management, training, international law enforcement and/or criminal justice assistance
 Minimum 5 years’ experience related to training design, delivery and evaluation. Strongly prefer foreign experience in a high risk, Middle-Eastern locale
 Bachelor’s degree (preferred) plus advanced training and experience in Instructional Design, Training Delivery, Performance Evaluation, Leadership and Supervision of personnel


- (1) Deputy Program Manager – SECRET clearance
Key Responsibilities
 Ensure all training courses are properly planned, delivered, and monitored to ensure that PASF students receive all US sponsored training
 Coordinate with supporting contractors and service providers
 Analyze and identify steps to improve the comprehension and quality of training delivered under the Statement of Work (SOW)
 Develop comprehensive formal program evaluations to include After Action Reviews (AARs) and written reports as necessary utilizing available program metrics and reporting processes for training, student performance, facilities and logistics. Complies the results of the evaluation for the USSC and INL
 Organize, task, and manage Training Mentors TMs to conduct curriculum development, scheduling, and monitoring/advising instruction
 Resolve issues identified by TMs in the delivery of training

Key Requirements
 8 years’ experience in the areas of program management, training, international law enforcement and/or criminal justice
 Minimum 2 years’ experience related to training design, delivery and evaluation. Strongly prefer foreign experience in a high-risk, Middle-Eastern locale

- (1) Assistant Deputy Program Manager – SECRET clearance

Key Responsibilities
 Advise and assist the Palestinian Authority (PA) and the Jordan Public Sector Directorate (PSD) at JIPTC to ensure that PASF students receive all US sponsored training
 Coordinate with all supporting contractors and service providers
 Conduct Training Familiarization for all Training Mentor (TM) members
 Advise and assist the PA to analyze and identify steps to improve the comprehension and quality of training delivered in the West Bank
 Coordinate with the JIPTC TM Lead to facilitate adoption of the Mobile Assessment Process (MAP) to West Bank activities
 Develop comprehensive formal program evaluation to include After Action Reviews (AARs) and written reports as necessary utilizing available program metrics and reporting processes for training, student performance, facility and logistics. Complies the results of the evaluation for the USSC and INL. INL may request that such reports be shared with the PA
 Organize, task, and manage TMs to conduct curriculum development, scheduling, and monitoring/advising instruction

Key Requirements
 At least 5 years of experience in the areas of program management, training, and international law enforcement and/or criminal justice assistance

Key Responsibilities
 Coordinate with and seek guidance from INL and USSC
 Ensure all training courses are properly planned, delivered, and monitored to ensure that PASF students receive all US sponsored training
 Coordinate with Public Security Directorate (PSD) and other supporting contractors or service providers to ensure adequate delivery of US developed/sponsored training
 Oversee all MTT personnel and operations
 Conduct Training Familiarization for all TM members
 Analyze and identify steps to improve the comprehension and quality of training
 Develop and implement comprehensive formal program evaluations to include written reports as necessary utilizing available program metrics and reporting processes for training, student performance, facilities and logistics. Compile the results of the evaluation for the USSC and INL
 Develop and manage a comprehensive evaluation program of all TM personnel to ensure properly focused monitoring and mentoring of training delivered by instructors
 Resolve issues identified by the TMs in the delivery of training
 Supervise the development of lesson plans as required

Key Requirements
 2 years’ experience related to training design, delivery, and evaluation. Strongly prefer foreign experience in a high-risk, Middle-Eastern locale

- (13) Training Mentors – Jordan
Key Responsibilities
 Responsible for monitoring, guiding, and evaluating training for the Palestinian Authority Security Forces (PASF) at JIPTC and ACP as well as recommending/developing/modifying course curriculum. To further our mission, training in Jordan may be transitioned to the West Bank later in the period of performance
 ACP: shall recommend, develop, support and provide mentoring for delivery of training courses at the ACP to include, but not limited to, the following topics:
• Basic firefighting
• Intermediate firefighting
• Search and rescue
• HAZMAT
• Wildfire extinguishing
• Fire investigation
• Wells, dams, and underwater rescue
• Rescue equipment maintenance


- (13) Training Mentors – West Bank
o TMs assigned to the West Bank shall provide specialized training to members of the Palestinian Authority Security Forces as directed in the West Bank. This includes providing oversight and monitoring of these courses:
• Basic firefighting
• Intermediate firefighting
• Search and rescue
• HAZMAT
• Wildfire extinguishing
• Fire investigation
• Wells, dams, and underwater rescue
• Rescue equipment maintenance
o The TM will also provide instructor related training to the PA Instructors as needed
o The contractor shall develop, support, and mentor additional related training for PA NSF and PG personnel, and other members of the PASF as required by INL/USSC.
o Provide support and assistance for the transition of training from Jordan to the West Bank. This assistance may include plan development, curriculum modification, training oversight and mentorship to the PA


Subject Matter Experts (SMEs) (one of each position)

- Civil Defense/EMT SME
Key Responsibilities
 Advise and assist the PA to ensure all Civil Defense training courses are properly planned, delivered, and monitored to ensure that PASF students receive adequate US sponsored training. Coordinate with all supporting contractors and service providers at ACP and the West Bank
o Key Requirements
 Graduation from a recognized training instruction such as the US National Fire Academy or similar training program certified by a State or local government
 10 years’ experience in a paid or volunteer US fire-fighting service which provided full emergency response and management capabilities
 1 year serving as a Fire Captain or equivalent supervisory rank
 1 year of experience as a classroom and practical instructor for fire-fighting and disaster response operations. Such experience must include curriculum development
 1 year working with an international assistance program such as those sponsored by the UN or other international organization or government. Similar relevant experience may be considered


- Facilities Maintenance SME (West Bank and Jerusalem)
Key Responsibilities
 Assess current Palestinian Authority (PA) capabilities for facilities maintenance needs and make recommendations to INL and USSC for developing and implementing programs to assist the PASF to establish a maintenance and sustainment management system for infrastructure
 Assist the PA to establish a running estimate of PASF infrastructure
 Assist the PA to develop a PASF work order tracking system
 Assist the PA to develop a system for inspection of all facilities, buildings, system, etc., on a routine basis with specific emphasis on: structural systems, electrical distribution systems, plumbing systems, life safety systems, elevating devices, HVAC, and Power Generation systems
 Assist the PA to develop a system for estimating, planning and executing high priority work orders, predictive/preventative maintenance work orders and repair/maintenance projects
 Recommend routine maintenance activities and schedule(s)
 Assist the PA to develop and implement a reporting and records keeping system to track the overall state of security infrastructure
 Assist the PA to develop a system to respond and provide excellent customer service and feedback to the customer and vendors on all work orders while ensuring compliance to codes, regulations and industry standards
 Recommend training programs for topics listed above

Key Requirements
 10 years with direct institutional infrastructure management experience
 Bachelor’s degree in Engineering related field (relevant experience or other degrees may be substituted)
 Knowledge of standardized building, fire, and safety codes


- Information Technology Planning and Management SME (West Bank and Jerusalem)

Key Responsibilities
 Advise and assist the Palestinian Authority (PA) to plan, direct, and coordinate programs and activities relating but not limiting assessing the current state of IT capability, formulating an IT strategy, monitoring the vendor landscape, identifying IT needs, establishing and administering asset management, optimizing asset usage, managing service requests, monitoring and manage IT service performance in order to better support and manage the PA security services
 Advise, and assist the PA to develop Information Technology Planning and Management organizations to support the PA Security Forces (PASF)
 Serve as a mentor and advisor in the field of IT management and research and development in order to help the PA to develop new concepts, content, processes, and materials that support IT capability for the PA security forces
 Advise and assist the PA to design and implement a comprehensive IT strategy to support the PASF
 Identify and recommend training and educational programs that will assist the PA to design, develop, and implementing self-sustaining IT programs to manage and support the PASF
 Advise and assist INL and USSC in the developing and implementing assistance programs that will help the PA establish an overall strategy for IT services that includes training curriculum development, and development and implementation of a comprehensive set standard operating procedure for the PASF
 Advise and assist in the design and implementation of an integrated Information Technology Management system for the PASF in cooperation with the USSC and the appropriate PA institution

Key Requirements
 10 years’ IT Project Management experience of a complex nature
 2 years’ experience working in overseas environments on IT mentorship and capacity building
 Experience with high level software implementations and hardware assessments and solutions
 2 years’ supervisor experience
 2 years’ training experience to include curriculum development
 Bachelor’s degree in IT Management or related field


- Lead Training SME (West Bank and Jerusalem)

Key Responsibilities
 Mentor, advise, and assist the Palestinian Authority (PA) General Military Training Commission (GMTC) and other related PA institutions to develop and implement the comprehensive strategies, policies, and procedures to establish and maintain comprehensive training programs that serve all PA Security Forces (PASF)
 Advise and assist the PA to develop the leadership, staff and management capabilities necessary to develop and implement such a training system
 Advise and assist the PASF to develop and implement policies and standard operating procedures necessary to manage a comprehensive training program, to include curriculum development and delivery
 Assist with assessment, plans and implementation of plans to migrate training from Jordan the West Bank. Will assist with coordinating efforts with GMTC and the Pan PASF efforts
 Advise and assist the PASF in selection of instructors
 Mentor, advise and assist the PA in the planning, directing, and coordinating assessments and needs requirements, development of trainers and training necessary to determine the needs for curriculum development, acquisition and management of training facilities, and development of an integrated training management system that can serve all the PASF
 Identify sources of research and development that will assist the PA to develop new concepts, content, processes, and materials that support initiatives in joint training capability, planning, team effectiveness, and leadership learning and development

Key Requirements
 10 years of military, civilian law enforcement/government or corporate experience related to security sector development and assistance, training or other related area
 2 years’ overseas experience in any combination of military or law enforcement training and/or institutional development/change management/capacity building program implementation
 Proven track record of designing and implementing practical programs and solutions in area of expertise
 Experience developing high level plans and proven ability to execute those plans
 5 years of supervisory experience
 Proven ability to coach, teach, and mentor others
 Excellent, interpersonal, written and verbal communication and presentation skills
 Master’s degree in education, public administration, security studies or related fields
 Current member of the Law Enforcement Educators and Trainers Association (https://ileeta.org)


- Logistics Training SME (West Bank and Jerusalem)

Key Responsibilities
 Mentor, advise and assist the Palestinian Authority (PA) to establish the necessary operating policies and procedures and staff of experts to plan, direct, and coordinate the activities required, but not limited to, developing and implementing a self-sustaining logistics management process that includes purchase requests, tendering and contracting, supplier and contract management, receiving and issuing materials, and controlling inventory
 Identify training and research and development resources that will help the PA develop and implement new concepts, content, processes, and materials that support PA efforts to adopt a comprehensive, self-sustaining logistics management system that can serve all the security services

Key Requirements
 10 years with direct logistics experience in a multi-location environment
 5 years’ experience with logistics and logistics training development; demonstrated success in key logistics positions


- Firearms & Armorer Training SME

Key Responsibilities
 Mentor, advise and assist the Palestinian Authority (PA) to establish the necessary operating policies and procedures and staff of experts to plan, direct, and coordinate the activities required, but not limited to, developing and implementing a firearms training program
 Identify training and research and development resources that will help the PA development and implementation of new concepts, content, processes, and materials that support PA efforts to adopt a comprehensive, self-sustaining logistics management system that can serve all the security services

Key Requirements
 8 years with direct firearms training experience in a multi-location environment
 5 years’ experience with firearms range management and training development
 2 years’ experience with Small Arms Simulator training


- English Language Instructor

Key Responsibilities
 Establish “English as a Second Language” training curriculum
 Conduct “English as a Second Language” training courses at CTI
 Support the INL/USSC in the development of a PASF-wide English language development program

Key Requirements
 2-5 years’ experience as an English language instructor at the university level or at a language training institute
 Shall possess a FSI language Proficiency Rating of a S5/R5 in English and Arabic
 High level of proficiency with Microsoft Word, Excel, and Power Point
 High level of verbal and written communication skills
 Frequent travel to the West Bank is expected
 US Citizen
 Ability to pass the pre-employment screening, medical, psychological, physical fitness, and obtain a Moderate Risk Public Trust (MRPT) certification
