Right on, brother. I would have one hell of a heavy block of gold if I had back every cent I spent on gear. Most gear issued by departments (in my experience) has not been the best for the job. Hell, on two occasions for me, it was once worn by the joe before me. Departments have budgets, and that budget also covers gear. Penny pinchers manage budgets, so a lot of times, the minimum basic gear is issued.
