My best info was from this video. Chief Slabinski made a statement that he was with John Chapman when he died, this clearly contradicts that statement. Before the video surfaced the Chief and John were both awarded the DSC. From what I see and hear narrated there is nothing in the video to justify the Chief receiving the MOH.
